Power plant disasters sure are increasing. There are so many casualties, the company's got to take responsibility. This is not just an ordinary disaster caused by fortuitous events. I have a feeling human error and lapse of judgement are some of the primary forces behind this catastrophe. Didn't they conduct an impact assessment prior to the construction?

According to this report, the plant employs 7,000 workers, 20 percent of whom are Chinese, which explains why three of the workers killed were Chinese.
